What is HAARP?
Does the technology exist to cause earthquakes, lightening, severe weather, make people think they hear voices, project holograms into the sky/space? Yes. It does. While I can't be certain about the theories behind what the powers that be plan to do with them, we can be certain that the technology is available, active, and very suspiciously secretive.
